Vibora Bay, also known as the Queen City, is a modern city on the Florida panhandle with a population of about 2.78 million.
The population is 50% white and 40% black with the remaining 10% mostly Hispanic.
The major industries in the area are agriculture, fishing, light manufacturing, oil, publishing, shipbuilding and tourism.
The Queen City has an unusual tradition of mysticism and religion.
Normal citizens don’t actually believe in magic, voodoo and alternate planes of existence.
However, they are entertained by it in the papers and magazines.
Superheroes have been around since World War II, and are part of fabric of society.
The campaign falls between the romantic adventures of the 1960’s comics and the gritty graphic novels of the 21st century.
It leans towards realism, but the standards of superhero adventures still are present.
Heroes and villains exist, and combat will involve blows that can knock heroes down or even back into other objects.
Characters can be knocked out, stunned or even killed.
However, the odds of being killed are small compared to just being knocked unconscious.
The entire campaign will be serial.
All the events will be part of the storyline, and adventures will continue from session to session.
Also, events will carry across from the different play days.
Many sessions will start with a briefing on what happened in the other gaming session.
At points during the campaign, there will be natural breaks where the characters achieve goals.
At that point there may be a stand-alone session or a very short series of sessions with a simple goal or no real goal at all.
The events of these sessions will contribute to the overall story, and may be referenced later in larger story arc sessions.
The campaign uses the Hero System, 6th Edition, as the base rule set.
The Champions genre book will be used to create superheroes.
The sourcebook Vibora Bay (from Hero Games) will be used as the setting, with modifications.
The most common game session setting will be the city of Vibora Bay and the surrounding area.
Rarely there will be a session or two away from the area, but this will be an exception.
Characters that are supers, mystics and martial artists will work well in the campaign.
Other types of characters like aliens and experiments should be discussed with the Game Master so that they integrate well into the game.
Characters can be a new hero or can be the inheritor of a super persona from their parent or mentor.
Players are expected to come up with a background for their character that will be integrated into the campaign.
